3 per month is a bit extreme. 3 per week might be better.

How to police it... well it appears that only three people broke that rule this past week. How about naming and shaming...

In third place is me .... with 4 threads
In second place is PEW with 8 threads :unsure:

Thanks for the tally! Even more remarkable is that JTSR71 missed a couple of days of activity, so it's really closer to a 40-threads--per-week rate. It's not discussion, it's a campaign.

With OP's obvious goal being directed at suppressing JTSR71's forum participation, what's the collateral damage count using OP's suggested 3/mo. How many unintended victims would his rule adversely affect?
