Having one's sentence reduced by one year is a worthy recompense, even given that
one has to work a dangerous job for minimal pay.

I don't think it was necessary that the article mention inmates convicted of arson were not qualified for the firefighting program, although it could very well be a great learning lesson or eye opener for arson convicts, but maybe not.
