SUCCESS! Suspended legacy VOIP FreedomPop numbers do work as port-in numbers for Visible's swap deal. I did have some trouble getting the number ported over and the line activated. I had to chat with Visible CS, and they escalated the issue. It's clearly got something to do with VOIP numbers being considered landlines. However, my line is active as of this afternoon. So now, I have another A7 and a number that should now be port-able to Xfinity to qualify for the $50 BYOD offer. (Two months ago, I was not able to port my suspended FP line directly to Xfinity).
Interestingly, when you get to the number transfer screen where you begin to enter your port-in info before final checkout, the drop-down menu shows only two carriers: FreedomPop and TextNow. So, Visible somehow knows that the number you are bringing over is a VOIP number. Also, this might mean that it's OK to use a TextNow number to qualify for Visible swap.
I went ahead and placed another swap order to bring over my 2nd suspended FP VOIP line 
FreedomPop (premium voice) is having a sale, offering up to 80% off on their paid plans for the first month only. I signed up for a 1GB plan, at a cost of $2.99 plus tax. I'll get a new number. After activating, I want to see if I can easily downgrade to the free plan for subsequent months - signing up directly for a free plan costs $10 for the SIM itself. If I can't downgrade, the number will get ported to Visible or Xfinity before my first month ends.
