So I'm looking for a phone with the best possible camera. With the cheapest price. Want to use the phone to click pictures and shoot videos. What's the cheapest phone with the best camera you'd suggest? Thanks!

used i'd go with a google pixel 2 for about $140.

New i'd get a pixel 3a from fi for $249.

Can't get much better than that. You can get the original pixel used for about $60-70 if you are okay that it won't get any more security updates. It gives you lifetime free photo video backup too.
