So yes it does matter if you are a cn user. It sounds like you might have some info others are not privy to. Since you are not a cn user that seems unlikely and you are probably just mistaken.
Everyone has access to the same information, users and nonusers alike. Nonuser's opinions about that info is no less valid than user's.

What we know is an ad provider was removed several months ago. Seems likely to be the non paying one. We also have been told ad providers take up to 4 months to pay so it may have taken cn a while to know they were not going to pay. Plus I imagine cn had some hope or were arguing with them for some months as well after that. It would not make sense to strip the app of the ad provider the minute they did not pay. They would give them a chance to pay and try to salvage relations etc.
Thats all your opinion. Not based on facts. And that's fine, we all have them users and non users alike. Is there a rule that only users can opine on certain subjects? Just wondering. Im confused because fist you imply nonusers opinions are welcomed, then you imply they're mistaken. Confused.
And to answer your other question. There is no evidence to suggest that the new ad provider is not paying.
